Urea App Technical Glitch Leaves Farmers Struggling for Fertiliser in Telangana
A technical glitch in the urea booking app is creating serious problems for farmers in Telangana's Kamareddy district, with complaints ranging from failed bookings and delayed distribution to fertiliser being handed over to people other than the farmers who had booked it. The issue has become particularly significant during the kharif season, when timely access to urea can directly affect farming operations.
Reports from Kamareddy show that the problem is not limited to a single incident. Farmers in several areas have faced difficulties using the digital booking system, while officials have also acknowledged that technical problems occurred during the beginning of the rainy-season crop cycle.
The controversy highlights a broader challenge for India's digital agriculture push: technology can improve transparency and distribution, but when the system fails, farmers can be left with very little room for manoeuvre.
What Happened With the Urea Booking App?
Several incidents reported in Kamareddy during June illustrate the difficulties.
On June 29, a problem was reported at Machareddy mandal headquarters after farmers who had booked urea through the app allegedly did not receive the bags registered in their names. Some of the bags were reportedly given to other buyers, creating confusion among farmers. An agricultural department investigation identified the issue, and officials took action against the concerned society staff, including suspension and a police case.
Another incident occurred at Padmajivadi in Sadashivanagar mandal. On June 7, around 3,552 bags of urea, equivalent to 160 metric tonnes, were made available for booking. According to the report, the stock was booked within about 15 minutes.
However, when distribution began the following day, problems emerged in verifying booking IDs through the application. The resulting delay led to protests by farmers.
A similar problem was reported on June 20 at PACS centres in Posanipet, Ramareddy and Uppalwai. Around 20 metric tonnes of urea had arrived, but the stock did not appear in the booking application at the expected time. The technical issue reportedly remained unresolved until around 6 pm.
Why the Technical Problem Matters
Urea is one of the most widely used nitrogen fertilisers in Indian agriculture. Farmers often need it at specific stages of crop growth, meaning a delay is not necessarily a minor inconvenience.
If a farmer spends several hours waiting for fertiliser or repeatedly attempts to complete a digital booking, there is a real opportunity cost. Time that should be spent on farming activities can instead be spent travelling to societies, checking stock availability or trying to resolve an application problem.
The problem becomes more serious when farmers have already booked fertiliser but cannot obtain it because the digital system does not correctly reflect stock or verify their booking.
For small and marginal farmers, these delays can be particularly difficult because they may have limited ability to absorb additional travel, labour and time costs.
Digital System, Ground-Level Problems
The introduction of an app-based booking system is intended to make fertiliser distribution more organised and transparent.
But digital systems depend on several links working properly:

A failure at any stage can disrupt the entire process.
For example, if the application shows that stock is unavailable even though bags have physically arrived, a farmer may miss the opportunity to book. This is why technology alone cannot solve agricultural distribution problems. The system also needs reliable servers, accurate inventory data, trained staff and a functioning offline or manual fallback mechanism.

Another issue raised by farmers is difficulty using the application itself.
One farmer quoted in the report said he had attempted to book urea early in the morning but could not complete the process, while another farmer said that although the application sometimes showed stock availability, booking was not always possible.
This points to an important policy question.
A farmer may be fully eligible for subsidised fertiliser but still struggle to access it if the process assumes that every user has the same level of smartphone literacy, internet connectivity and familiarity with digital applications.
Digital agriculture needs to be designed around the realities of rural India—not simply around how the technology is supposed to work.
Urea Demand Is Adding Pressure
The situation is also taking place during an important crop season.
According to the report, agricultural officials estimated that Kamareddy district would require around 50,000 metric tonnes of urea during the kharif season. By July 1, around 19,000 metric tonnes had been distributed, while approximately 6,000 metric tonnes were reported as available in stock at that point.
The existence of stock, however, does not automatically mean every farmer can access it smoothly.
Distribution efficiency matters just as much as physical availability. If stock is sitting at one location while farmers elsewhere cannot book or verify their allocations, the farmer's experience can still look like a shortage.
Officials Say Early Technical Issues Were Being Addressed
Kamareddy district agriculture officer Mohan Reddy said officials were taking action in the Machareddy case and that deliberate diversion or illegal storage of urea would attract strict action.
He also said technical problems had occurred during the beginning of the rainy-season crop cycle but maintained that such problems were no longer occurring.
That distinction is important. Individual cases involving misuse or incorrect distribution need to be investigated separately from genuine software or server failures.
A reliable system should also make it possible to determine whether a failed transaction resulted from:
A genuine shortage of stock
A server or application failure
Incorrect inventory updates
Booking-ID verification problems
Dealer or PACS-level errors
User-related difficulties
Without that distinction, farmers can end up bearing the consequences of a problem they did not create.
What Should Be Done Next?
The immediate priority should be ensuring that farmers who are eligible for urea are not denied access simply because of a technical failure.
A stronger system could include a real-time stock dashboard, faster technical support for dealers and PACS centres, SMS-based alternatives for farmers who struggle with apps, and a clearly defined manual verification process when the application is unavailable.
Most importantly, a failed digital transaction should not automatically become a failed farmer transaction.
If a farmer can demonstrate that a booking attempt was made but the application failed, there should be a mechanism for officials to verify the attempt and resolve the case without forcing the farmer to repeatedly return to the distribution centre.
The Bigger Lesson for Digital Agriculture
The urea app episode is bigger than one software problem.
India is rapidly digitising agriculture—from fertiliser distribution and crop registration to payments, procurement and subsidy delivery. These systems can improve accountability and reduce leakages, but they also introduce a new category of risk: digital exclusion and system failure.
A farmer who cannot access a government benefit because a server is down faces the same practical problem as a farmer who cannot access it because the physical supply is unavailable.
Technology should therefore be treated as an enabler, not as a substitute for human support.
The experience in Kamareddy shows why agricultural digitalisation must be backed by strong infrastructure, trained field staff and alternative channels for farmers who cannot successfully navigate an app.
