Ration ATM: Ration Card Holders Can Get Foodgrains Through 24×7 Grain ATMs — Here’s How It Works
Ration card holders in India are gradually getting access to a new way of collecting their foodgrain entitlement. Called Grain ATMs or Annapurti, these machines are designed to dispense rice and wheat through an automated, digitally authenticated process instead of relying entirely on conventional ration-shop distribution.
The technology is already being used in Odisha, while Bihar approved a pilot project in Patna in 2026. More recently, Chhattisgarh also launched Annapurti Grain ATMs in three districts. The idea is simple: eligible beneficiaries can authenticate themselves and collect their entitled grain without spending hours waiting at a traditional fair-price shop.
What Is a Ration ATM?
A Grain ATM is essentially an automated foodgrain-dispensing machine connected to the Public Distribution System (PDS).
Unlike a normal ATM, it does not dispense cash. Instead, it releases eligible foodgrains such as rice or wheat according to the beneficiary's entitlement.
The system, known as Annapurti, was launched in Odisha in August 2024 through a partnership between the Odisha government and the United Nations World Food Programme (WFP). Odisha became the first Indian state to provide PDS beneficiaries access to such a machine around the clock.
The machines are intended to make ration distribution faster, more transparent and less dependent on manual weighing and distribution.
How Does the Ration ATM Work?
The process is broadly similar to using an automated self-service machine, although the authentication mechanism is linked to the PDS system.
According to details reported about the Bihar implementation, a beneficiary can authenticate using a beneficiary or grain ATM card linked to the ration record, with Aadhaar-based biometric authentication also forming part of the process. The beneficiary then selects the applicable grain and quantity.
A simplified process looks like this:
- Visit an available Grain ATM.
- Authenticate your identity through the supported card/Aadhaar-linked biometric system.
- Select the eligible foodgrain and quantity.
- The machine checks the beneficiary's entitlement in the PDS database.
- The prescribed quantity of grain is dispensed automatically.
- The transaction is recorded digitally.
- A confirmation slip can be generated as a record of the transaction.
This means the machine is not simply a standalone dispenser. It needs connectivity with the relevant PDS database and authentication system.
Can Ration Be Collected 24×7?
One of the biggest advantages of the Annapurti model is its ability to operate beyond normal ration-shop hours.
The WFP says its Odisha Grain ATM can provide access to PDS beneficiaries around the clock. The machine can dispense up to 50 kg of grain in five minutes, while the organisation said the system could reduce waiting time by about 70%.
That could be particularly useful for workers who cannot visit a ration shop during conventional working hours.
However, 24×7 access does not mean that every ration card holder across India can immediately use a Grain ATM. Availability depends on whether the system has been installed and made operational in the beneficiary's area.
Bihar Also Approved Grain ATM Pilot
Bihar has been among the states moving toward the technology.
In January 2026, the Bihar government approved the installation of the first three Grain ATMs in Patna as a pilot project. The state's Food and Consumer Protection Department was identified as the nodal agency for implementation.
Bihar has a very large PDS network, with more than 8.5 crore beneficiaries and over 50,000 PDS shops, according to figures cited by The Indian Express. That makes the state's experience particularly important for assessing whether automated grain distribution can work at scale.
If the pilot performs well, the model could potentially be expanded to additional districts.
Chhattisgarh Joins the Grain ATM Push
The technology has also moved beyond the initial pilots.
In August 2026, Chhattisgarh began providing ration through Annapurti Grain ATMs in three districts. Reports said beneficiaries could use their Aadhaar number instead of physically presenting a traditional ration card, subject to the authentication process. The machines can reportedly hold up to 2,500 kg of grain.
This marks another step in the broader digitisation of India's food distribution system.
The concept is also expanding in Odisha. In May 2026, the state inaugurated another Annapurti Grain ATM in Jharsuguda and announced plans for 55 additional machines.
What Are the Benefits for Ration Card Holders?
The biggest benefit is convenience.
Traditional ration distribution can involve queues, manual weighing and dependence on shop operating hours. An automated machine can reduce several of these bottlenecks.

Automated dispensing can make the process considerably quicker, especially where demand is high.
Less dependence on manual weighing
Because the machine is designed to dispense a predetermined quantity, it can reduce the scope for errors associated with manual measurement.
Digital transaction records
The beneficiary's transaction can be recorded against the PDS database, creating a clearer digital trail.
Greater flexibility
Where 24×7 operation is available, beneficiaries may not have to rearrange their workday around ration-shop timings.
Potentially better transparency
Biometric authentication and digital recording can make it harder for an unauthorised person to collect another beneficiary's entitlement.
But There Are Challenges Too
The Grain ATM concept is promising, but nationwide implementation will not be automatic.
Machines require electricity or an appropriate power source, internet connectivity, maintenance and physical security. WFP says the Annapurti design can also be connected to solar panels, which could help in locations where conventional power supply is unreliable.
There is also the question of accessibility.
A technology that works well in an urban area may face different challenges in remote villages. Elderly beneficiaries, people unfamiliar with digital authentication and those facing biometric or connectivity problems may still require assistance.
For that reason, Grain ATMs are more likely to modernise the PDS alongside existing infrastructure rather than immediately replace every traditional ration shop.
What This Means for India's Ration System
The larger story is not simply about putting an ATM in a ration shop. It is about moving India's food distribution network toward a more automated and data-driven model.
The combination of digital beneficiary records, Aadhaar-linked authentication, automated dispensing and transaction tracking could make it easier to monitor how much grain has been allocated and collected.
For migrant workers, the model could also complement the broader portability objective of the One Nation One Ration Card system. The WFP has said its Odisha Annapurti system can provide access to beneficiaries with valid PDS ration cards from any Indian state or Union Territory.
Still, the success of the system will ultimately depend on reliable machines, functioning connectivity and effective support for beneficiaries when something goes wrong.
What Ration Card Holders Should Know
The most important point is that Grain ATM availability is location-specific.
Having a valid ration card does not automatically mean that a person can withdraw ration from an ATM today. The facility must first be installed and activated in the relevant area.
Beneficiaries should therefore check announcements from their state Food and Civil Supplies Department or local PDS authorities before assuming that the facility is available nearby.
