Indian Railways Coach and Wagon Safety Rules: Even Minor Defects Can Stop a Train Coach or Wagon



Indian Railways is putting increasing emphasis on the condition of its rolling stock, and existing safety rules already require coaches and wagons with rejectable or safety-critical defects to be removed from service until they are repaired and certified fit. This is not simply a case of declaring every coach with a cosmetic issue “unfit”; the rules distinguish between permissible wear and defects that can affect safe train operation.

For passengers and freight operators, the message is straightforward: a coach or wagon cannot be allowed to continue in service if its condition creates a safety risk. Railway maintenance manuals require examination, defect identification, repair and fitness certification before affected rolling stock is returned to service.

The distinction is important because a headline suggesting that “a slight fault” automatically makes every coach or wagon unfit can be misleading. The actual railway rules are based on prescribed rejection limits, safety requirements and the judgement of authorised technical staff.

What Happens When a Coach Has a Defect?

Indian Railways follows established inspection and maintenance procedures for passenger coaches and goods wagons.

Under the railway's coaching-stock procedures, a vehicle that needs to be detached can be damage-labelled. Once damage-labelled by the train examining engineer, it cannot simply continue with the train. It must either be detached or attended to and certified fit before the train can proceed.

The same principle applies to freight wagons. The Revised Wagon Maintenance Manual says train-examining staff must ensure that wagons are fit and do not have rejectable defects before a train is dispatched. A fitness certificate is required before the rake can leave the originating station.

This system is designed to prevent a potentially dangerous defect from becoming an operational failure while the train is running.

Not Every Small Defect Means the Coach Is Condemned

This is where the issue needs some context.

There is a major difference between:

  • a cosmetic or non-critical defect,

  • a defect that requires repair before the next scheduled service,

  • a rejectable defect that prevents the vehicle from entering service, and

  • damage serious enough to require condemnation or extensive rehabilitation.

Railway maintenance rules prescribe limits and tolerances for different components. The IRCA rules for coaching stock specifically state that permissible wear and clearances must remain within prescribed limits. A coach coming out of a workshop is not supposed to be released with deficiencies or damage.

So the phrase “slightest fault” should not be interpreted literally as every tiny scratch or minor cosmetic problem. The key question is whether the defect crosses the applicable rejection limit or has implications for safe running.

Which Defects Can Be Serious?

Some defects are directly connected with the braking and running safety of a train.

The railway's coaching-stock rejection provisions include defects involving components such as brake calipers, brake pads, brake pipes and hoses, air reservoirs and related equipment. Certain defects are specifically marked as having a direct bearing on the safe running of trains.

For example, a damaged or leaking brake component can be far more significant than a superficial defect on the coach body.

Similarly, problems involving wheels, suspension, couplers, buffers or other underframe equipment can require immediate attention because failures in these systems can affect the safe movement of the vehicle.

For freight wagons, the maintenance system also records defects and can mark wagons as fit, sick or unfit. The Freight Maintenance Management system includes an “Unfit Memo” process under which unfit wagons are detached from the rake.

Why Is Indian Railways Tightening Attention on Rolling Stock?

Safety is becoming increasingly dependent on systematic maintenance as trains become faster, passenger volumes increase and railway operations become more intensive.

Indian Railways' recent safety initiatives have included modern rolling stock, improved track infrastructure, electronic interlocking, track circuiting and technology such as Kavach.

According to a July 2026 government update, Indian Railways had commissioned Kavach 4.0 on 2,490 route kilometres, while installation work was underway on thousands of additional route kilometres and locomotives. The government also highlighted improvements in rolling-stock modernisation and maintenance practices.

The government's data also showed that consequential train accidents had fallen significantly compared with the 2014-15 period. In 2025-26, up to March 25, there were 15 consequential train accidents, compared with 135 in 2014-15.

That does not mean railway safety risks have disappeared. Instead, it shows why preventive maintenance and early detection remain important.

Technology Is Changing How Faults Are Detected

Indian Railways has been using technology to identify defects before they turn into failures.

One example is Online Monitoring of Rolling Stock (OMRS) technology, which uses systems such as acoustic bearing detectors and wheel impact load detectors. These technologies can detect abnormal sounds or forces generated by wheels, bearings and other components while trains are moving.

The advantage is obvious: instead of relying only on a stationary inspection after a train reaches a maintenance point, certain faults can potentially be detected while the train is in operation.

Modern maintenance systems also digitise wagon inspection and defect reporting. The Freight Maintenance Management system records wagon parameters, defects and fitness status, helping maintenance teams track whether a wagon is fit for service or needs attention.

What Does “Unfit” Actually Mean?

For a passenger, “unfit” may sound like a permanent condemnation of the coach. In railway operations, that is not necessarily the case.

A vehicle can be temporarily declared unfit because of a defect requiring repair. Once the necessary repair is completed and an authorised examiner certifies it as fit, it can return to service.

The IRCA maintenance rules provide for damage labelling and subsequent certification. A vehicle that has been damage-labelled cannot proceed until it is detached or attended to and declared fit by the appropriate examining engineer.

Unfit for service therefore does not automatically mean scrapped.

Condemnation is a separate decision associated with factors such as age, structural condition, accident damage or whether repair is economically or technically viable.

What Could This Mean for Passengers?

For passengers, stricter defect identification can have two immediate effects.

The positive effect is obvious: potentially unsafe rolling stock is less likely to remain in passenger service.

The operational trade-off is that taking coaches out of service can temporarily reduce the availability of rolling stock. If several coaches require repairs simultaneously, railway zones may need to adjust rake compositions, deploy spare coaches or schedule additional maintenance.

Indian Railways has previously stated that systems are in place to ensure coaches that have completed their prescribed service life or are unfit for service are not allowed to operate in trains. Periodic maintenance and rehabilitation are also part of the railway's rolling-stock management system.

What Should Passengers Watch For?

Passengers do not need to diagnose technical defects themselves. However, unusual events such as persistent abnormal sounds, smoke, burning smells, damaged doors, serious water leakage or other obvious safety problems should be reported to railway staff.

The purpose of the maintenance system is precisely to ensure that technical staff—not passengers—make the final engineering assessment.

The same principle applies to freight. A wagon showing a defect that can affect safe running should not simply be kept in the rake because removing it might delay the train. The railway's procedures provide for defect identification, unfit marking and detachment where necessary.

The Bigger Picture for Indian Railways

The increasing focus on rolling-stock condition is part of a broader transformation of the railway network.

Indian Railways is simultaneously expanding infrastructure, modernising coaches, deploying safety technology and improving maintenance systems. LHB coach production has expanded dramatically over the past decade, while the government has reported a major reduction in weld failures and other safety indicators.

The challenge is balancing safety, availability and operational efficiency.

Removing a defective coach may create a short-term logistical problem. Allowing a genuinely unsafe coach to continue running could create a much larger one.

That is why prescribed rejection limits and fitness certification are important. They create a technical framework for deciding when a defect is acceptable for repair later and when the vehicle must immediately be kept out of service.
